Chollas Valley Community Plan. The law for our 8 neighborhoods that make up the Chollas Valley. This is a legally binding document. We had a name change and the document is titled "Encanto Neighborhoods." The 8 Neighborhoods of the Chollas Valley are: Encanto, Emerald Hills, Valencia Park, Broadway Heights, Chollas View, Lincoln Park, Alta Vista, and O'FarrellThe San Diego General Plan.
